  1. Create a job task analysis (JTA). This involves using a data-driven approach to identify the work requirements of specific jobs by providing a detailed overview of the knowledge, tasks and responsibilities that must be performed by workers in a given occupational area to successfully perform the job.
  2. Generate a success profile through an assessment of knowledge, skills and abilities (KSA). Documents the skills, abilities and behaviors needed to be successful in a specific role.
  3. Identify 1-2 potential candidates, compare them to the success profile created in Step 2 and create a gap analysis, which helps to identify the skill gaps an individual or group of individuals has.
  4. Candidates are assessed and recommendations are offered, based on information gathered in above steps.
  5. A plan of action is developed, with strategy tying into organizational objectives.
  6. Pre-implementation meeting takes place to establish procedures and prepare to roll-out plan.
